When you add a custom css file to the Custom Code function of Astroid, it should appear on the resultant web page after all other css files - it's a cascading stylesheet system, i.e. the last sheet is read first. And the last sheet should be the custom one, because it changes things in all the preceding sheets.
However, having added a Custom CSS file link, it appears before the existing css files and is therefore totally useless. The changes it contains will never be reflected on the generated webpage/s.
