I need each part of the column that is nested inside the "inner row" to be one underneath the other as shown in the image.
I don't want one element under the other.
I want each INNER ROW under each other.
How do I set this up?

I put the horizontal alignment to "center", however the columns are all aligned to the left (on the cell phone).
I believe this is due to the same problem that is happening with the menu on the left side ...

It won't align itself unless you set it for the devices. Making changes for desktop view doesn't always works correctly for the devices as well, there are certain things that you will have to make to keep the website responsive.
To get the elements aligned correctly on mobile you will have to set the alignment for the devices there's no other way round for this, unless you wish to code it.
