I installed the QuickStart AND ME NOT ALLOWED TO CREATE A NEW USER OR MODIFY

Hi,

Can you try enabling error reporting and Debug and see if any errors appear and post a screenshot of the same, I just tested our QuickStart package and it seems to work fine.
